Makes changes to RTX processing to improve performance with RTX reflections enabled.

Quick note: Original RTX performance mod was deleted as there was a bug with it that would cause massive frametime spikes after only a few minutes. This version further increases performance and avoids the frametime spikes.

This mod WILL BREAK RAYTRACED LIGHTING – it is only designed to be used with Raytraced reflections.

Simply unzip archive and place PerformanceRT.ini in Cyberpunk 2077\engine\config\platform\pc.
